Are you confused about all of the ONs and UPs?
ON indicates the number of bingo games that appear ON a sheet of paper. So 1 ON Paper includes 1 game per sheet of paper, 2 ON includes 2 games per sheet and so on.
UP indicates the number of sheets of paper in a booklet. If an UP is not specified, it is safe to assume that they are individual sheets of Bingo Paper. So 25 UP would be a booklet (or pad) containing 25 sheets of paper.
